About the Proposed Development

Status: Approved in principle by Council, subject to further steps.

Royal Park Real Estate is proposing a high-quality townhome-only community that complements White City’s small-town character while offering new housing choices. The design focuses on thoughtful site planning, high standards for maintenance and safety, and amenities that benefit residents and the broader community.

Why It Matters

  • Expanded housing choice: Introduces purpose-built rental townhomes at market rates for a variety of residents, including young adults, families, local workers, and older residents who wish to downsize.
  • Accessibility and inclusivity: The community will include accessible suites designed to support residents with disabilities in living independently, ensuring they can remain close to family and support networks.
  • Paced, lower-density growth: Two phases of about 100 homes each will be developed gradually over more than four years, ensuring measured integration with the surrounding neighbourhood.
  • On-site professional management: The entire community will be overseen by a professional property management company, with staff on site and 24/7 emergency services. This ensures consistent upkeep, enforcement of tenant guidelines, and added safety and security for both residents and the wider neighbourhood.

What’s Proposed

  • Townhomes: A mix of one-, two-, and three-bedroom layouts, including units with one- and two-car garages, in a professionally managed, enclosed community.
  • Parking: Over 400 stalls and garages.
  • Amenities and open space: Landscaped park space and playground, walking connections, and potential additions such as a multi-use fitness court, community garden and dog run.
  • Professional management: On-site property management with 24/7 support, regular suite inspections, occupancy limits, and contracted snow removal, waste collection, and landscaping.


Impacts to the Overall Community

  • Strict tenant guidelines: Clear rules, resident screening, and regular inspections will prevent overcrowding and ensure a high-quality tenant base.
  • Parking capacity: With more than double the required parking spaces, the development will not rely on or impact surrounding neighbourhood street parking.
  • Phased construction: Built in stages, away from existing backyards, reducing disruption to current residents.
  • Education advocacy: While schools are provincially funded based on immediate need, the presence of new families helps strengthen the case for additional educational facilities like a High School and additional Elementary Schools.
  • Not low income housing: This is market rental housing only — no low-income units are included. Some units may qualify as “affordable” under federal definitions, meaning rents are set at a responsible level for residents (e.g., young adults or essential workers).
  • White City scale, not city density: Compared to Regina townhouse developments, this project is lower in density and carefully designed to fit a small-town setting.
  • Safety and maintenance: On-site management, 24/7 support, security cameras, and professional landscaping will ensure the property remains safe, well-kept, and an asset to the community.

Developer FAQs

A: The project will be developed in two phases, starting with the south and east-facing townhomes in Phase 1 and then completing the interior townhomes in the interior and northern amenity space. The phasing has been mindfully designed to accommodate the gradual growth of White City and is based on a strategic construction workflow. Phase 1 of development is expected to occur in Winter 2025/2026 and is expected to be completed in 2027. Phase 2 will begin as Phase 1 comes to completion and is expected to be completed in 2029.

 A: The current plan is designed with a total of 200 townhomes. The first 100 townhomes will be in Phase 1, and another 100 townhomes within Phase 2. A variety of interior layouts will be available in our enclosed community, inclusive of one, two and three-bedroom townhouses as well as some with one and two-car garages. By providing a variety of layouts, we will have homes that suit the needs of people at different life stages, while ensuring White City continues to grow as a balanced, inclusive community.

A: The Townhomes of Royal Park are designed for many people that you already know — neighbours, coworkers, and community members at different life stages. This includes people such as seniors who are looking to downsize and stay close to family, young professionals looking for their own homes, families who are not yet ready to own their own home, separated parents who want to remain near their kids, and essential workers like teachers, grocery staff, and local business employees. These homes provide a place for the people who want to stay rooted in White City.

A: No. A small portion of these homes may be supported through federal programs and designated “affordable”. In this context, affordable simply means that the rental rate is set at a level that is supportive of individuals and families in White City to manage their household budget responsibly.

For example, this could include a young adult who works in and contributes to White City, is ready to move out of their parents’ home, and wants to remain close to family and community. It could also benefit parents who wish to support their children nearby, or families whose housing needs are not met by a traditional single-family home.

In short, affordable homes provide attainable options for community members at different life stages, ensuring they can continue to live, work, and stay connected in White City.

A: Yes. Royal Park has worked closely with Council to design shared amenities that are mindful of the needs of the community and will be available to all White City residents. These spaces will be fully maintained by our team, designed to promote wellness and connection for everyone.

A: Our development exceeds White City’s parking requirements, offering an average of 2.01 stalls per unit, including private garages for many of the townhomes. Outdoor stalls will be assigned, with additional visitor parking managed by smart software to prevent congestion and ensure regulations.

In regard to traffic, this development is located on the western boundary of White City, near the arterial roads on to reduce impact on central neighbourhoods. A professional Traffic Impact Assessment confirmed the surrounding roadways can safely handle the increase. Royal Park and its investors are also contributing to paving Betteridge Road, which will improve commutes for all White City residents.

A: Community safety is one of our top priorities. This development will be professionally managed with full-time on-site management, 24/7 emergency response, and security features such as well-lit walkways, video surveillance, and frequent exterior and interior property inspections. All residents go through in-depth screening, including income verification, background checks, and multiple reference checks, to ensure responsible tenancies.

Just as importantly, the homes are designed to feel like part of the neighbourhood — with private entrances, garages, and landscaped spaces that promote pride of place. Our goal is the same as yours: a safe, respectful, and welcoming community where people look out for each other.
