Discretionary Use Application – Parcel Y (Proposed Mixed-Use Development)

At the November 10, 2025 Regular Council Meeting, White City Town Council denied the discretionary use application for Parcel Y - Proposed Mixed-Use Development.  As further information becomes available, this page will be updated.  In the meantime, the information related to the denied discretionary use application will remain for historical information purposes.

Overview

The Town of White City has received a Discretionary Use Application for Parcel Y, Plan 102056093 Ext 1, located in the northeast portion of Town near the intersection of Highway 1 and Highway 48, along Gregory Avenue East.

The parcel is currently zoned Highway Commercial/Industrial (HCI).  The proposed mixed-use development application includes discretionary components and therefore requires Council's decision to deny or approve the application.

  • If a proposed development includes a discretionary use, Council is required under The Planning and Development Act, 2007 to review and make a decision on the application. Council cannot decline to consider a discretionary use once a complete application has been submitted.
  • In accordance with provincial and municipal regulations, the Town must consider any discretionary use application it receives. This requirement does not indicate Council’s support or opposition to the proposal — it simply ensures that the application is reviewed in a fair, transparent, and legislated manner.

The proposed mixed-use development on Parcel Y includes discretionary components and therefore requires Council’s formal decision—either to approve (with or without conditions) or to refuse the application after completing the review and public consultation process.


About the Proposal

The applicant, Mauri Gwynn Developments Ltd., has submitted a Comprehensive Development Proposal (click here to view).

The development is proposed to occur in three phases:

  • Phase 1: A three-story building with a daycare on the main floor and 20 residential suites on the upper floors.

  • Phase 2: A second three-story mixed-use building with commercial retail units (CRUs) on the ground floor and 20 residential suites above.

  • Phase 3: Three two-story fourplex buildings (12 additional residential units total).

Note: Townhomes or fourplexes are included in the renderings but is not part of the Discretionary Use Application.  This is not a permitted or discretionary use under the current zoning bylaw, application for this type of development would require a Zoning Bylaw Amendment.
