Through fair, competitive and transparent municipal procurement, the Town of White City has the responsibility of acting in the public’s best interest.  Formal procurement and purchasing practices are detailed in the Town's Purchasing Policy.

The New West Partnership Trade Agreement – a comprehensive, inter-provincial agreement developed to encourage trade, investment and labour mobility between Saskatchewan, Alberta and British Columbia – outlines, for select services, procurement rules for certain price thresholds.  As a government body, the Town of White City is bound by this agreement regarding certain procurement activities.

The Town is committed to the use of a best value approach in its procurement practices. A best value approach means the Town structures and conducts procurements in a fashion which allows consideration of factors beyond price in determining which vendor response provides the greatest overall benefit to the Town. While price remains a fundamental component of any procurement, the Town also considers other applicable factors, such as those set out in these guidelines, in developing the evaluation components of procurement opportunities.
