Position Summary

The Community Partnership Coordinator is a key driver in fostering strong connections between the Town, its residents, community groups, and regional partners. This role leads initiatives that encourage collaboration, support volunteerism, manage sponsorships and grants, and improve access to Town programs, facilities, and services. Working closely with internal teams and external stakeholders, the Coordinator ensures community priorities are integrated into the Town’s programs, partnerships, and policies. Using a community development approach, this position leads engagement activities, provides consulting support to stakeholders and community organizations, and helps secure resources that contribute to a vibrant, inclusive, and connected community.


Term and Compensation:

  • The Town offers competitive salaries, benefits and a comprehensive defined-benefit pension plan.
  • Hours of Work: 40 hours per week with option for an Earned Day Off every three weeks.
  • Employment Term: Permanent Full-Time
  • Starting Salary Range: Starting salary for this position is $65,000-$70,000 and is subject to negotiation based on experience.

Key Duties and Responsibilities:

Community Engagement & Stakeholder Relations

  • Act as the primary liaison with community organizations, clubs, and partner groups.
  • Serves as the primary liaison between the Town and its boards and committees (including the Library, Museum, Lions Club, Recreation Advisory Committee, and Youth Advisory Committee), supporting collaborative planning and effective communication.
  • Build and strengthen relationships with local sport, recreation, cultural, and volunteer-based organizations.
  • Lead initiatives that promote inclusive, ongoing engagement with residents and community stakeholders.
  • Assist the department in building and maintaining strong relationships with local user and community groups by conducting regular check-ins (quarterly or biannual) with sports organizations, schools, recreation clubs, and cultural groups; creating structured engagement processes such as annual meetings, roundtables, and needs assessment surveys; and mapping group needs, barriers, and opportunities to align Town support and planning.
  • Identify opportunities to amplify groups that contribute to community wellness, capturing feedback not only from leaders but also from participants, parents, and spectators; develop and manage Service Agreements with community groups, including Minor Ball and the Pickleball Club.
  • Conduct community group satisfaction surveys and track KPIs for facility bookings to identify areas for improvement and enhance overall service delivery.

Facility Use & Bookings Collaboration

  • Collaborate with the staff responsible for managing Town facility and park bookings to support community programs, rentals, and events.
  • Provide assistance to community groups regarding long-term facility access, recurring bookings, and partnership-based facility use as needed.
  • Identify opportunities to improve community access and optimize utilization of Town spaces, ensuring equitable and transparent booking processes.

Partnership & Volunteer Management

  • Build and maintain collaborative partnerships with community-based organizations and members of the community to support the co-delivery of programs, events, and services.
  • Facilitates, negotiates, and supports the implementation of formal agreements—such as Joint Use Agreements, Co-Service Agreements, and Service Agreements—in alignment with Town policies and service standards. 
  • Help lead the execution of volunteer strategies, including recruitment, onboarding, recognition, and retention efforts.
  • Supports volunteer involvement across both Town-led and community-led programs and events, fostering a culture of civic engagement and shared responsibility.

Grant Writing and Sponsorship Management

  • Lead the administration of key funding programs and policies, including:
    • Sask Lotteries Grant Program; and
    • Guidelines to Enhance Community-Driven Programming.
  • Assist in grant writing efforts to secure funding for programs, events, and capital projects.
  • Develop, enhance, and manage sponsorship programs that support the delivery and sustainability of community initiatives. Key sponsorship programs include the Rink Board Sponsorship and Summer Sizzle Sponsorship.
  • Collaborate with entire PRC department to align grant and sponsorship opportunities with Town priorities and project timelines.

Strategic Program Support

  • Work with the Program & Event Coordinator to provide high-level support in planning, evaluating, and aligning programs with broader community priorities and the Town’s strategic goals.
  • Identify opportunities to collaborate with community partners to enhance programming reach, relevance, and impact.
  • Support the coordination of community-led events and special projects by providing strategic guidance, facilitation, and Town-related resources.
  • Assist with the rollout of new strategic initiatives related to Parks, Recreation and Culture.

Policy, Planning, and Reporting

  • Assist in planning and implementing an Adopt-a-Trail program in collaboration with community members, organizations, and businesses as part of the Parks & Recreation Master Plan.
  • Promote the use of the Memorial Policy.
  • Identify and develop policies, procedures, and best practices that support the delivery of effective, inclusive community services.
  • Contribute to long-term service delivery planning, including development of performance indicators and evaluation frameworks.
  • Assist in preparing reports, updates, and presentations for internal and external stakeholders, including Town Council and community groups.

Customer Service & Public Communication

  • Respond to inquiries, feedback, and concerns from the public, stakeholders, and elected officials in a timely and professional manner.
  • Ensure community and special events, partnerships, and services align with Town values and service standards.
  • Support transparent and meaningful communication between the Town and the community regarding services, opportunities, and developments.

Required Knowledge, Skills, and Abilities:

  • Strong relationship-building and stakeholder engagement skills.
  • Knowledge of community development, volunteer coordination, and partnership models.
  • Excellent communication, facilitation, and public relations abilities.
  • Experience supporting or coordinating programs, events, and community-led initiatives.
  • Grant writing and sponsorship development skills.
  • Knowledge of recreational program planning, practices and techniques.
  • Strong organizational, problem-solving, and multitasking abilities.
  • Ability to work independently and collaboratively with cross-functional teams.
  • Proficiency in Microsoft Office and standard reporting tools.
  • Familiarity with municipal processes, agreements, and service delivery is an asset.
  • Flexible to work evenings/weekends for events or meetings as needed.

Education and Experience:

  • Post-secondary education in Recreation, Community Development, Public Administration, Communications, Event Management, or a related field.
  • Minimum 3–5 years of progressively responsible experience in community engagement, partnership development, volunteer coordination, programming planning, or a related municipal or non-profit setting.

Working Conditions:

  • The role is primarily based on an office setting, with frequent off-site meetings and participation in community events.
  • Occasional evening and weekend work is required to support community events and engagement activities.
  • Must possess a valid driver's license and have a vehicle for work usage (a travel allowance is provided)
  • May require occasional lifting or setup of materials for events or presentations.
