To the Residents of White City and Emerald Park;
White City is pleased to announce that as of October 7, 2019, White City Town Council has approved the next phase of planning for a Multi-Use Recreation Facility. The town will be moving forward with schematic design and planning a fundraising campaign to bring this facility to life. A Multi-Use Recreation Facility in the heart of our community will provide residents, and our regional neighbours, with a gathering place and become a cornerstone of our community.


Over the past several years White City has conducted numerous surveys and consulted broadly with the community at large to determine what recreation facilities are needed the most within the community. Through this engagement, a plan was developed for a facility that would include multiple hockey rinks, a full-size fieldhouse with running track, gymnasium, a library, a day care, multi-purpose rooms, leasable tenant space, a lounge with viewing areas of the rinks, a weight room, training and stretching facilities, and a pool with waterslides. The vision for this facility is that it be joined to a new high school that would service our community and the surrounding area.


It is important that as White City moves through the next phases of the planning process, we continue to involve our residents and neighbours. Strong support for the project has been indicated from residents and businesses across the community with great input received about the recreational services people want to see developed. The RM of Edenwold, Balgonie and Pilot Butte, have indicated they are supportive of White City’s efforts to create recreational amenities that will serve residents of the entire region.


White City Town Council has been working with aodbt architecture + interior design, renowned for their work on other Saskatchewan recreation facilities, who have conducted a feasibility study for the project. This further engaged the community, community groups, recreation clubs, and sports associations in the development of the vision for the facility.
After determining that this facility could operate as a self-sustaining entity, without annual tax input to keep it running, the Town proceeded with further due diligence. We commissioned a business case study and a fundraising feasibility review to determine if the building was viable from a construction standpoint and how construction could be phased to have as little impact on tax dollars as possible. Based on the information received, council is advancing to the design and fundraising phases.


We anticipate the schematic design will be completed in August 2020 and planning for a fundraising campaign will begin in the new year.


This new facility is part of White City’s mission to create a community that offers high quality municipal services, responsible and well managed growth, peaceful living and opportunity for residents and businesses alike to prosper.
